House Building Advance to Central Government Employees

1. The Scheme of House Building Advance to Central Government Employees is aimed at providing assistance to the Government employees to construct/acquire house/flats of their own. The scheme was introduced in 1956, as a welfare measure. Ministry of Urban Development & Poverty Alleviation act as the nodal Ministry for the same.

2. House Building Advance is admissible to all those temporary employees also who have rendered 10 years of continuous service. The Ministries/Departments are delegated powers to sanction House Building Advance to their employees in accordance with the House Building Advance Rules.

3.With effect from 27-11-2008, the following provisions of grant of House Building Advance shall be in operation, until further orders:-

(i).The maximum limit for grant of HBA shall be 34 months' of pay in the pay band subject to a maximum of Rs. 7.50 lakh or cost of the house or the repaying capacity whichever is the least, for new construction/purchase of new house/flat.

(ii).The maximum limit for grant of HBA for enlargement of existing house shall be 34 months' pay in the pay band subject to a maximum of Rs. 1.80 lakh or cost of the enlargement or repaying capacity, whichever is the least.

(iii).The cost ceiling limit shall be 134 times the pay in the pay band subject to a minimum of Rs.7.50 lakh and a maximum of Rs.30 lakh relaxable up to a maximum of 25% of the revised maximum cost ceiling of Rs.30 lakh.

4. The rate of interest on House Building Advance is between 5% to 9.5% ,depending on the loan amount.

5. The repaying capacity of Govt. servants who have more than 20 years of remaining service has been revised from 35% to 40% of pay. (Pay means pay in the pay band).

Experience has proved that a large number of officials and staff under the Central Govt. offices and organizations are keen to increasingly use Hindi for their day to day business and are not able to effectively use the language due to lack of adequate facilities. Ways and means to provide effective facilities for smooth functioning in Hindi have been considered by the Government. The idea of promoting Hindi making use of the modern technology through the electronic media has emerged as a solution to the problems faced by those who are desirous of working in Hindi and are hesitant to do so due to inadequate facilities.

MACP Upgradation to Promotees : CAT Jodhpur Bench Judgement

The Hon CAT, Jodhpur, has delivered a historic judgement regarding granting of MACP. In its common order dated 22.05.2012 in OA 382/ 11. As per the Order, Promotion of a PA from Gr D/ Postman, should not be treated as promotion under MACP. Rather, MACP shall be granted based on the 10, 20, 30 years service in the PA cadre. Any promotions under LDCE shall not be brought into number of promotions under MACP.

Para – 9 of the Annexure – I to DOP&T OM dated 19.05.2009 provides in clearest terms that “regular service for the purpose of MACPS shall commence from the date of joining of the post in direct entry grade on a regular basis or on absorption/re-employment basis.”

The existing statutory Recruitment Rules of Postmen and PA cadre provide for promotion quota to be filled up through LDCE (Limited Departmental Competitive Examination). Para – 5 of Annexure – I of DOPT Order on MACPS provides for ignoring only the promotions/upgradations granted under the ACP scheme (old scheme) in the past to those grades which now carry the same grade pay due to merger of pay scales/up gradation of posts recommended by 6th CPC. Thus the promotions earned through LDCE are not provided to be ignored.

As per the summary record of discussions of the meeting held on 27.07.2012 with the JCM National Council Staff side on issues relating to MACPS (Annexure III to DOP&T OM No 11/2/2008-JCA dated 13.09.2012) it was decided against item No. 4 that treatment of such cases would be on the lines as was under the ACP scheme (old scheme) and Ministry of Railways would examine the matter accordingly. Para 5.1 of Annexure-I to DOP&T OM dated 09.08.1999 relating to ACP Scheme (old scheme) provides for counting of regular promotions earned through LDCE.

MACP Upgradation to Promotees - Department filed Appeal against the orders of CAT Jodhpur

Hon’ble CAT Jodhpur in its judgment dated 22.05.2012 in OA No. 382/2011, 353/2011 and 354/2011 has held that whenever an official appears in LDCE and gets selected to the post, then it starts new innings for him and for the purpose of counting his stagnation, if any, from the date of joining of the new post alone would be relevant and his previous career advancement cannot be called as promotion within the definition of the word“promotion” for consideration of his eligibility under MACP scheme.
Department of Posts has now filed appeal petition before the Hon’ble High court of Jodhpur against the orders of Hon’ble CAT Jodhpur.

Dot Post (.post) : Pointing to the electronic future

Dot Post (.post) is the UPU’s sponsored top-level domain for the postal sector. The domain’s technical infrastructure became a reality in 2012, and member countries and their designated operators can now register for their domains and explore the possibilities of .post.
Some Posts have plans to use .post to stimulate cross-border e-commerce and hybrid mail, for example.

More than 70 per cent of the world's Posts say that electronic services are strategically important to their business, according to UPU research. This finding provides impetus to the goal of developing the .post (dotpost) platform, and the 2012 Universal Postal Congress decided that work should continue in this regard.
The platform’s goal is to interconnect current and future electronic postal services and make them interoperable in a secure and trusted environment. It will authenticate postal service providers and strengthen the postal brand globally.
.post intends to link the physical and digital worlds, creating a secure platform that enables postal e-services to be delivered to all citizens and businesses.
Applications, such as identity management, e-shops, e-payments, e-forms, secure postal mailboxes, address management, hybrid mail and advertising mail, would have a home on this future platform.
In 2009, the Universal Postal Union became the first United Nations agency to be granted a sponsored top-level domain for the postal sector.
What the UPU is trying to achieve through .post is not different to what happened when the organization was created in 1874. At that time, 22 countries with their own postal infrastructure, services and bilateral agreements came together to create the UPU and a single physical postal territory that interconnected them

Continuation of IT Modernisation Project of Department of Posts – Phase II

The Cabinet Committee on Economic Affairs today approved the proposal of Rs.4,909 crore towards IT modernisation project of the Department of Posts, covering 1.55 lakhs post offices.

The total expenditure for the project involving Rs.4,909 crore includes both implementation phase and operation and maintenance phase for the IT infrastructure of Post Offices. The IT project of the Department is a part of the Mission Mode Project (MMP) included in the National e-Governance Plan (NEGP).

The Department of Posts has a network of 1.55 Lakhs post offices spread across all the States and Union Territories of the country. The key objective of the India Post IT Modernisation project is modernization and computerization of all Post offices in the country including branch post offices in rural areas to create a urban-rural network spanning across the length and breadth of the country.

The IT modernisation project is expected to give following benefits to the citizens of the country:

• Improve customer satisfaction due to faster and more reliable delivery of services

• Enhance visibility and transparency

• Provide access by multiple channels to the customers e.g. post office counters, kiosks, internet, mobiles ATMs etc;

• Ensure delivery of "citizen centric services"

The IT modernisation project will provide a national asset and infrastructure for all users apart from the post offices including various government departments, business houses and the citizens to use the services effectively for their communication, banking, insurance and service delivery needs. The project will improve the delivery of mails, banking and insurance services rendered by the Post offices across the length and breadth of the country.

For the purpose of implementation, the IT modernisation project has been structured into 8 segments catering to IT infrastructure such as datacentre, network, computers and peripherals, software applications which will cover all the product and services of the Department of Posts, and change management which will help in effective transformation into IT mode. The project will be implemented in all the 1.55 lakh post offices in a phased manner over a time period of 2 years, to be followed by the O&M phase over the period of contract.

The project will be rolled out to all the post offices covering all States and Union Territories in the country a phased manner.


The proposal of the Department of Posts is in continuation of the proposal which was approved by the Cabinet Committee on Economic Affairs (CCEA) on 26th Aug 2010. The overall project has been segregated into eight RFPs, of which, selection of vendors have been finalized in case of 5 RFPs and LOIs have been issued. Of these 5 RFPs, in four cases the contracts have been signed with the selected bidders. In respect of two RFPs the financial bids have been opened and selection of the bidder is under process.

ow to Connect to Console Session with Windows Server 2003 Terminal Services

In Windows Server 2003, when you use Terminal Services, you can connect to the console session (session 0), and at the same time, open a shadow session to it (as long as you connect from a session other than the console). With this added functionality, you can log on to a Windows Server 2003-based server that is running Terminal Services remotely and interact with session 0 as if you were sitting at the physical console of the computer. This session can also be shadowed so that the remote user and the local user at the physical console can see and interact with the same session.

How to Connect to the Console Session

When you connect to the console session of a Windows Server 2003-based server, no other user has to be already logged on to the console session. Even if no one is logged on to the console, you are logged on just as if you were sitting at the physical console.

To connect from the remote Windows Server 2003-based computer, open a command prompt, and then type the following command:
mstsc -v:servername /F -console
where mstsc is the Remote Desktop connection executable file, -v indicates a server to connect to, /F indicates full screen mode, and -console is the instruction to connect to the console session.

When you use this command, you open the Remote Desktop session, and when the logon is authenticated, you are connected to the console session that is running on the Windows Server 2003-based server. If a user is currently working on the console session at the computer, you receive the following error message:
The user domain\username is logged locally on to this computer. The user has been idled for number minutes. The desktop is unlocked. If you continue, this user's session will end and any unsaved data will be lost. Do you want to continue?
The user of the current console session is then logged off, and you receive a message that states that the computer is currently locked and only an administrator can unlock it.

Note: If the console session user and the Terminal Services session user are the same, you can connect without any problems.

IFS : International Financial System application

The International Financial System application (IFS) is a standalone application, which takes care of the electronic transfer of international money orders. IFS uses electronic data interchange (EDI) to send international money order data electronically, using sophisticated data encryption techniques to ensure the integrity of the data sent over the postal network. IFS also helps Posts provide electronic domestic money order services.

IFS is a complete management tool that responds perfectly to the needs of Posts in the electronic transfer of money orders especially at a time when the money transfer market is becoming increasingly competitive.

Its Gross National Index (GNI) based costing structure and low transaction-tax enables a very fast return on investment. The goal of the IFS system is to provide postal enterprises with reliable, secure, and timely electronic financial services, which in turn allows Posts to be more competitive in the global marketplace. The IFS system not only handles all phases of international and domestic money processing but also provides advanced features that facilitate cash management and accounting.
IFS has a wide range of functions, including:
Money order data collection, such as registration of any processing up to the final payment, reimbursement or cancellation of the transaction
Tracking and tracing of individual transactions or groups of transactions
Money order service monitoring and production of statistics
Quality control measurements
Bi-lateral agreement definition and automatic validation of transactions against the agreements
Production of UPU standard international accounting documents

IFS also supports a variety of money order and fund transfer services, from ordinary cash-to-cash orders to urgent wired transfers. On the IFS network, any transfer of data is protected by strong software encryption techniques. Network members are part of a Public Key Infrastructure (PKI) operated by the PTC.

The IFS operational front-end is run as a Web application. This is specifically adapted for easy deployment over an Intranet or even over the Internet. It is possible to secure the protocol between the Web browser and the Application server.

IFS can easily be interfaced with an existing application, such as a counter operations system. In addition, the system user interface can be localised into any language.

The advantages of the International Financial System include:
IFS can be used as a simple gateway for accessing the postal network or as a complete money order management tool
IFS complies with all UPU regulations
IFS is easy to deploy and staff training can be provided during the installation phase. In most cases, no additional hardware is required
IFS is an end-to-end solution and can be used from the point of sale (at the origin) to the point of final payment (at the destination)
IFS supports multiple international and domestic services and service definitions are free. Each network member is free to negotiate and configure the service conditions, rules and prices bilaterally with each of its partners
IFS is scalable ensuring that the same software supports from very low to very high volumes of transactions
IFS functions are constantly enhanced, based on requests from all network members
IFS offers various options for connecting to the postal network, including leased line or dial-up over the Internet or using SITA lines

The World Customs Organization (WCO) welcomes the decision of the Universal Postal Union (UPU) to make its security standards mandatory for its 192 member countries, thereby establishing a legal basis for the provision of advance electronic data on postal items to Customs and aviation security authorities.

Outcomes of the UPU's 25th Congress, which took place in Qatar from 7-11 November 2012, were presented by a representative of the UPU's International Bureau in Bern, Switzerland to delegates attending the 197th/198th Sessions of the WCO's Permanent Technical Committee, responsible for trade facilitation and security procedures.

The Postal administrations of the Afghanistan, Bangaladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka have agreed to create a South Asian Postal Union......

The setting up of South Asian Postal Union was engaging the attention of South Asian countries for last few years. In the SAARC Summit held at Maldives in November 2011 it was decided to set up South Asian Postal Union.

In furtherance Government of India has set up the Ad Hoc Secretariat in July 2012. The Secretariat will be working on finalising the Draft Constitution and General Regulations for the South Asian Postal Union, developing the structure of a permanent secretariat, coordinating with the Postal Administrations of the SAARC Countries, the SAARC Secretariat, the UPU and other stakeholders.

I am directed to invite a kind reference to the SPB-I Section Circular No 37 -33/2009-SPB-I dated 11.07.2013 and No 44-14/2009-SPB-I dated 12.07.2012 wherein the amendment to RRs of 2010 in respect of Postmen/Mail Guard and Multi Tasking Staff respectively were circulated to all the concerned..

2 Further attention of the Circles is also invited to SBPB-I Section Circular No 45-14(ii)/2012-SBP-I dated 31.07.2012 wherein the pattern and syllabus for the above said two Examinations were communicated. The Directorate vide letter No 45-14/2012-SPB-l dated 31.07.2012 issued detailed guidelines for conduct of the Examination to fill up the posts of Postmen/Mail guard and Multi Tasking Staff.

3. The SPB-I Section has ordered that the dates for holding the Examination will be communicated separately by DE Section.

4. Accordingly, the Competent Authority has now ordered to conduct the Limited Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking Staff as per the following schedule.

Railways launch Rail Radar to track train movement on Google map

The Railways has launched an online application which allows the public to track movement of trains. The application, known as Rail Radar, is an interactive map on search engine google that can help passengers locate about 6,500 trains on real-time basis on both internet and their cell phones.

The application started by the Centre for Railway Information Systems -CRIS can be accessed through the railway website - ( ). Application will help users to find the exact geographical location of trains. To know the current status of a train, a passenger can enter a train name or number and the system will inform whether the train is delayed or running on time.

Google launches free SMS service on Gmail for India

Sending SMS from Gmail :

In order to use this feature you have to enable the SMS (text messaging) in Chat lab.
You can send SMS messages to your contacts’ mobile phones using Gmail Chat. To do so from Gmail:
  1. Enter your contact’s name in the ‘Search or invite friends’ box in Chat, and select Send SMS from the box of options that appears to the right of your contact’s name. Or, if you already have a Chat window open for this contact, just click Options, and select Send SMS.
  2. In the dialog box, enter a phone number in the ‘Send SMS messages to this number’ field. This feature is only launched in selected countries. Click here for the list of supported countries and operators. If you are not located in one of these countries you can still use it, but you won't see the SMS option in Chat until you enable it manually in the Chat settings page.
  3. Click Save.
  4. A Chat window appears. Just type your message as you would normally. When you hit Enter, the message will be sent to the phone number you entered.
